Julie joined East Lothian Council in 1999 as Finance Manager for Social Care and Education and shortly thereafter established a Procurement function which she developed into an award-winning service for the Council. She was an early adopter of Community Benefits. In 2013, Julie began providing procurement and bidding consultancy services. Since then Julie has implemented Purchase to Pay solutions in the City of Edinburgh Council and Scottish Borders Council and managed transformation projects. Julie has also been invited to write guidance for the Energy Saving Trust and managed procurement activities for various Housing Associations.

Julie benefits from an insight into what the buyer is thinking and how tenders are scored. She has also buyer and bidder experience of Competitive Dialogues and OJEU procurements.
