Pembrokeshire County Council is committed to improving its Housing Stock as detailed in the Welsh Housing Quality Standard set out by the Welsh Government and carrying out maintenance of its corporate buildings.

Pembrokeshire County Council wishes to appoint Service Providers to a Framework Agreement which can be used for the provision of works required for the delivery of the maintenance, repair and improvement of all its properties.

The works relate to Pembrokeshire County Council housing stock and corporate buildings, which are located throughout the County of Pembrokeshire. The majority of the work will be carried out on domestic properties, with occasional work carried out on corporate buildings.

Pembrokeshire County Council housing stock currently stands at 5736 with some more housing under construction. There are also 174 operational corporate buildings.

Properties may be occupied during the works, the Service Provider is to make do allowance in his submission for working in occupied properties.

The quantity of works required under this framework may vary over the period of the framework.

The tender is split into nine Lots as follows:

Lot 1 Responsive Works
Lot 1(a) Works of a Responsive Nature

• Urgent – Emergency Works (during Normal Working Hours and Out of Hours Working)
• General maintenance and repair work of a responsive nature:
o Carpentry
o Masonry / Wet Trades
o Roofing repairs

Lot 1(b) Mechanical / Plumbing Repairs
• Urgent – Emergency Works (during Normal Working Hours and Out of Hours Working) Repair work of a responsive nature to Domestic properties or corporate buildings. Including general plumbing and heating repairs.
• Out of hours cover during peak demands (up to 3 days / nights at a time), typically during bank or public holiday periods, or as cover for internal staff absence.

Lot 1(c) Electrical Repairs
• Urgent – Emergency Works (during Normal Working Hours and Out of Hours Working)
• Repair work of a responsive nature to domestic properties or corporate buildings. Operatives must be NICEIC accredited or equivalent.
• Out of hours cover during peak demands (up to 3 days / nights at a time), typically during bank or public holiday periods, or as cover for internal staff absence.

Lot 2 Tenancy Changes (Voids)
Voids works carried out prior to re-letting a vacant property to bring the property up to an acceptable standard. Works may include the installation of new kitchens, general repairs, decoration, refurbishment of bathrooms, garden clearance and all necessary electrical and plumbing work. The Service Provider will also be expected to liaise with the Authority’s gas servicing Contractor to provide Fire Up & Instruct. These properties will not be occupied.

Lot 3
Lot 3(a) Works Value up to £25k
• Low value Pre-planned Repairs.
• General Build / Refurb works / internal improvements,
• Estate improvements – pathways, boundary walls, etc.
• External Disabled Adaptations – ramps, handrails, etc

Lot 3(b) Bathroom and Kitchen Refurbishment
Work to refurbish a bathroom or kitchen in accordance with PCC kitchen & bathroom specifications, workmanship standards are to be compliant with NHF Specification.

Lot 4 Works from £25k to £300k
• Higher Value Pre-planned Repairs
• Decant works
• Major Building / Structural Works to domestic & public buildings.
• Internal refurbishments
• Large Repairs

Lot 5 – Roofing
• Urgent – Emergency Works
• Renewal of Pitched roofs and flat roofs on domestic properties, including all associated works.

Lot 6 – Internal Disabled Adaptations to Domestic Properties
• Internal adaptations to domestic bathrooms
Works will include:
o Creation of a wet room, including all plumbing, heating and electrical connections
o Installation of low level shower former, to include low level drainage connections
o Installation of BEAB Care compliant shower, including cubicle or curtain
o Installation of extract fan with Humidity Start Option
o Laying of nonslip flooring
o Installation of Building Regulation Doc M compliant white ware and grab rails
o Installation of replacement radiator
o Tiling and decoration

Lot 7 – Windows/ External Doors
• Urgent – Emergency Works to replace a window or entrance door
• Window or door repairs in domestic or corporate buildings
• One off installations and replacements, including installation of fire rated doors by a competent installer.
• Composite doors, one offs
• Larger schemes for replacement windows or external composite doors, including fire rated doors. These may be carried out by mini-competition.
